Introduction
The political dysfunctional of Australia within recent years, is evidence prove that the Australia Government Structure is outdated and needed major upgrade. The Commonwealth of Australia Government structure, is introduced in 1911, over 106 years ago, when the population of Australia is a mere, 4.5 million. Today, Australia is a country of over 24 million. Flaws of Australia government structure, that would not cause problems, one hundred years ago, is now helping to create the issue of political dysfunctional and political disorganize for modern Australia.

Flaws of Australia government structure, that would not cause problems, one hundred years ago, is now helping to create the issue of political dysfunctional and political disorganize for modern Australia.
This series would explore flaws of Australia Government structure and how it is helping to create the issue of political dysfunction and political disorganize for modern Australia and what sort of upgrade will help resolve the problems.
The dysfunctional nature of the local government structure of Australia, is something that have been receiving criticism even from former Prime Minister John Howard and former Prime Minister Kevin Rudd.
Why the local government structure of Australia does not work, this article would argue, it to be the exact same reason, why China collapsed by the 19th century, the government structure is far too monopolized for a country of such size and population.
One of the reason China collapsed by 19th century is due to, despite having a highly decentralized and none monopolized government structure, by the 18th century, the new dynasty, the Qing dynasty, radically decrease the power of local government, resulting in the increase monopolization of the government to the Federal Government and then within the Federal Government, radically decrease the power of all branch of the government and giving all power to the office of the Emperor.
Prior to that China had a highly decentralized government structure, the power of each government rival to a modern US State, as a result, the Federal Government only need to worry about the big picture of the whole nation, the same apply to each level of government, only need to worry about the big picture associated with the territory and people living upon such territory and let the local government, subject to it, to worry about the detail.
The problem of Australia, in some way is better, but in other ways, is even worse than China during the 19th century. It is better, due to, subject to the Federal government, each level of the Australia Local Government, has the right amount of power. In other way it is worse, due to, it only got three level of government and with the exception of Federal, each level of government control too much land with too many people, thus, the government structure is far too monopolized, in ancient China, at least, they always had a decentralized government structure, only, by 18th century, local government power was radically decreased, in Australia, such decentralized government structure is not even possible. As a result, each level of local government, not only need to worry about the big picture, but also need to worry about the detail affairs, of each local territory and as the population of Australia grow, this become more of a problem, especially considering, Australia is a large country, thus, situation in different part of the country is different, people living in regional Australia are usually the first to become victim of such bad policy.
Thus, this article recommends to resolve the problem is to create a more decentralized government structure. But to create a more decentralized government, it also means each government can be smaller in size, due to it only govern the big picture. To do so, this article recommend firstly, have more level of governments and secondly, for each level, a government for each large territory with, too big of a population and a government for each small territory with too large of a population, but no need of a government for each territory with too small of a population.
More level of government, won’t increase the budget or staff of government, due to, with each level of government, only needing to worry about the big picture, it can have fewer staff. The reason for more level of government, is, take the army for example, in the army, around 3000 soldiers commanded by a colonel form a regiment, it is divided into 4 battalion around 800 soldiers each commanded by a Lieutenant Colonel, battalions are divided into 5 companies, each with around 150 soldiers each have a captain in command, each company is divided into 4 platoon, with around 30 soldiers, each with a Lieutenant in command, each platoon is divided into 3 squad, each with around 10 soldiers, commanded by a Sergeant. Each squad is divided into 3 team, each with 3 or 4 soldiers, commanded by Corporal. But image if there are only regiment, company and team, then each regiment commander must coordinate over 20 companies directly and each company commander must coordinate over 36 teams directly, making command much harder. Thus, more level of government should be considered.
Each level of government, should have an independent government for a large territory with a large population, an independent government for a small territory with a large population, but no need of an independent government for a territory with a small population, is due to, the forming of such government, should be population based.
