(A)
The
Executive government of the Commonwealth should include a House of Human
Resource. Subject to this constitution, the Office of the Prime Minister and
the Federal High Court, the House of Human Resource is the highest law
enforcement authority for all Officials and General Personnel of the
Commonwealth, subject to that and this constitution the House
of Human Resource is the primary and highest Human Resource authority for all
Human Resource of the Federal and Local Governments of the Commonwealth.
(B)
The House of Human Resource
should include a Human Resource Chancellor, a Deputy Human Resource Chancellor,
a Government Monitoring Senior Committee and a Human Resource Senior Committee
and a should have an Auditing Agency subject to it.
(C)
The
Human Resource Chancellor and Deputy Human Resource Chancellor are candidates
proposed by the Prime Minister, and approved by the Senate or House of
Representative. The Human Resource Chancellor and Deputy Human Resource
Chancellor should serve a six years term.
(D)
The Deputy Human Resource
Chancellor should serve as Acting Human Resource Chancellor when the Human
Resource Chancellor is absent or if the position is vacant.
(E)
A person who is a member of the
House of Human Resource, should
1. have no criminal record and
2. not be a current official or General
Personnel of the Armed Force of the Commonwealth
(G)
Subject to this constitution, the
administering and operation of the House of Human Resource should be completely
independent.
