Section 6.1: General Right and Responsibility
(A)
The Commonwealth can create laws to
1. protecting international peace, freedom, liberty, prosperity, harmony or property, from been harmed
2. protecting the
Commonwealth or its peace,
freedom, liberty, prosperity, harmony or property from been harmed
3. protecting social or its peace,
freedom, liberty, prosperity, harmony or property from been harmed
4. protect people or their peace,
freedom, liberty, prosperity, harmony or property from been harmed
5. protecting animals or
their peace,
freedom, liberty, prosperity, harmony or property from been harmed
But cannot create laws, that initiate unnecessary violence or harm against
1. international peace, freedom, liberty, prosperity, harmony or property
2. the Commonwealth or its peace,
freedom, liberty, prosperity, harmony and property
3. the society or its peace,
freedom, liberty, prosperity, harmony and property
4. people or their peace,
freedom, liberty, prosperity, harmony and property
5. animals or their peace,
freedom, liberty, prosperity, harmony and property
Subject to
above people
of all gender, religion, race, social status and political preference are
equals under the law of the Commonwealth.
(B)
With the exception of serving member of the
Commonwealth Armed Forces, no person should be trial by military law.
(C)
The people of the
Commonwealth should have the following right and responsibility
(1) The right to
migrate to and to live in any state, province, town, county, district and sub
district of the Commonwealth.
(2) The right to
freedom of religion
(3) The right of
public gathering
(4) The right to
live, to work and to own property
(5) The right to
press charges
(6) The right to
vote.
(7) The
responsibility to pay tax
(8) The
responsibility to serve in compulsory military service.
(9) The right and
responsibility to receive education.
But the right
listed above should exclude action that cause harm to
1. international peace, freedom, liberty, prosperity, harmony or property
2. the Commonwealth or its peace,
freedom, liberty, prosperity, harmony or property
3. the society or its peace,
freedom, liberty, prosperity, harmony or property
4. people or their peace,
freedom, liberty, prosperity, harmony or property
5. animals or their peace,
freedom, liberty, prosperity, harmony or property
(D)
To prevent any
conduct that would cause
harm to
1. international peace, freedom, liberty, prosperity, harmony or property
2. the Commonwealth or its peace,
freedom, liberty, prosperity, harmony or property
3. the society or its peace,
freedom, liberty, prosperity, harmony or property
4. people or their peace,
freedom, liberty, prosperity, harmony or property
5. animals or their peace,
freedom, liberty, prosperity, harmony or property
the right listed above should exclude
(1) Individuals
that have been found guilty of conducting a criminal offense, unless he has
been pardon for such offense.
(2) Organizations
who are known or suspected to be of a criminal organization or terrorist
organization and individuals who are known or suspect to be a member of such
organization
(3) The sex
industry and gambling industry and individuals who are known or suspect to work
in the sex industry or gambling industry.
(E)
Subject to the
rules above, with the exception of
(1) To prevent a
person from affecting the freedom of another
(2) To prevent a
person from causing harm to another
(3) During
emergency
(4) During
martial law
(5) Maintain
social order
(6) Maintain
peace and harmony
(7) To deal with
threats to the Commonwealth or the international community
(8) Or to serve
public interest,
The law cannot
interfere with such right of a citizen of the Commonwealth.
(G)
This constitution
does not recognize gambling debt to be legitimate debt one person can own to
another, thus, a person has the right not to pay gambling debt, if it is to his
pleasure and should receive no negative consequences, as a result and if he
chooses to pay such gambling debt, he should pay it by part or by all, at a
time of his pleasure and receive no negative consequence, as a result and the
law should protect such right of a person.
(H)
If a person is
under the age of twenty or is not in a sound state of mind or is manipulated
into gambling, anything such person lost to another via gambling, is not
consider to be something he legitimate, lost to that other person, thus, such
person can get those things he lost via gambling back.
Such situation that is consider as a person is not in a sound state of mind include
1. If such person
got some form of mental disability
2. If such person
got gambling addiction
3. If such person
got some form of mental illness
4. If such person
is drunk, while gambling
5. If such person
is consuming alcohol while gambling
6. Anything else
that is concluded to be relevant by the law or court of the Commonwealth
