Constitution Reform Proposal Section 5.2: Sub District, Special Sub District, Town and County

(A)
Each Town, County, Sub District and Special Sub District should have its own government. 

A Sub District government should include only an executive branch and should have no legislative authority or judicatory authority. 

A Town, a County and a Special Sub District government should include an executive branch and a legislative branch, but no judicatory authority. 

A Special Sub District should be a Sub District, with over fifty percent of its resident who are citizens of the Commonwealth and are also Voting Citizen of such District having 
at least five percent Aboriginal Australian heritage.  

(B)
Each Sub District and Special Sub District, should have a Sub Premier, the power of the executive government should be vast on the Sub Premier. The Sub Premier of a Sub District and a Special Sub District, must be a citizen of the Commonwealth who is a voting citizen of the District and live in such Sub District or Special Sub District, for at least the last two years.

The Sub Premier, of a Sub District should be appointed by the Premier of the District, such Sub District is a part of. 

The Sub Premier of a Special Sub District should be elected by Voting citizens of the Commonwealth that currently live in the Special Sub District and has been living in the Special Sub District, for at least the last two years, all of such citizen of the Commonwealth, who is age sixteen or older and got no criminal record, got the right to vote, each vote is equal in worth. The candidate that received the most vote would be elected, as the Sub Premier. The power of the legislative branch of a Special Sub District should be vast in its Parliament, which should include the Sub Premier and a House of Representative.

(C)
The power of the executive government of a Town and County should be vast on the Mayor. The legislative power of a Town and County should be vast on its parliament, which should include a Mayor and a House of Representative. The Mayor of a Town and a County should be elected by citizen of the Commonwealth, who are Voting Citizens of such Province and live in such Town or County and have been living in such Town or County for at least the last two years and is age sixteen or older, all of such citizen of the Commonwealth, who is age sixteen or older and got no criminal record, got the right to vote, each vote is equal in worth. The candidate that received the most vote, would be elected as Mayor. The Mayor of a Town or a County must be a citizen of the Commonwealth who have lived in such Town or County, for at least the last two years.

(D)
The Executive Government of a Sub District, Special Sub District, Town or County, should include one Executive Department, administer by the Executive Minister, he should be appointed by such Sub Premier or such Mayor.

The Executive Council of such Sub District, Special Sub District, Town or County, should include such Mayor or Sub Premier and the Executive Minister.

(H)
Each Sub District and Special Sub District must have a population over ten thousand citizens of the Commonwealth and over 50km2 is area size.

(I)
Subject to above, each Sub District and Special Sub District should have population less than fifty thousand citizens of the Commonwealth.

(J)
Each town must have a population over ten thousand citizens of the Commonwealth, with five thousand citizens of the Commonwealth, living within 10km2 of the Town Hall.

(K)
Each Special Sub District, Town and County can have its own constitution, but aspect of its constitution that contradict the constitution of the Commonwealth or the constitution of the State, Province or District it belongs to, should be deemed as invalid

(L)
Each Special Sub District, Town and County, can have its own law, but aspect of its law that contradict the constitution or law of the Commonwealth or the constitution or law of the State, Province or District it belongs to, should be abolished.

(M)
The House of Representative of a Special Sub District, Town and County should elect one member of such House of Representative, to be the Chairman of such House of Representative.

(N)
Subject to above all people can be elected to become the member of the House of Representative of a Special Sub District, a Town and a County and the Sub Premier of a Special Sub District and the Mayor of a Town and a County if he is

1. a citizen of the Commonwealth, who is a Voting Citizen of such District or Province, 
2. got no criminal record and 
3. is over the age of twenty-five
4. not a current official or personnel of the Armed Force of the Commonwealth 
5. live in such Special Sub District, Town or County for over two years

(O)
The Sub Premier of a Special Sub District or the Mayor of a Town or County, should serve a term that is four years till expire.

(P)
The Sub Premier of a Sub District, should serve a term that is one year till expire

(Q)
Members of the House of Representative of a Town, County or Special Sub District should serve a term that is three years till expire.
