Constitution Reform Proposal Section 5.3: Capital


(A)
There should only be one Federal Capital for the Commonwealth, one State Capital for per State and one Province Capital for per Province. The area size of a Capital should be no larger than 3000km2.

(B)
If the Capital got a population over one hundred thousand citizens of the Commonwealth its government should be the same as Districts.

(C)
If the Capital got population less than one hundred thousand citizens of the Commonwealth, but more than fifty thousand citizens of the Commonwealth, its government should be the same as Town and County.

(D)

If the Capital got population less than fifty thousand citizens of the Commonwealth, whether the Capital should have a government and what should be the structure of the government should be determined by the law, but such government, should not have a judicatory authority.
