Constitution Reform Proposal Section 5.4: Governor, Prefect, Lieutenant Prefect, Premier, Sub Premier and Mayor

(A)
The Premier of such State or such Province, should be the Governor of such State or such Province, when the Premier is absent, the Acting Premier is the Governor of such State or Province. The Governor is the head of such State or Province

(B)
The Premier of a District is the Prefect of that District, when the Premier is absent the Acting Premier of such District is the Prefect of such District. The Prefect is the head of such District

(C)
When the position of the Premier is vacant, the Chairman of the Senate, of such State, Province or District, should become the Premier.

(D) The Premier should appoint one member of the Executive Council of such, State, Province or District, to serve as Deputy Premier, when the Premier is absent, the Deputy Premier should serve as Acting Premier. 

(E)
The Sub Premier of a Sub District or Special Sub District is the Lieutenant Prefect of such Sub District or Special Sub District, such Lieutenant Prefect is the head of such Sub District or Special Sub District

(G)
The Mayor of a Town or County, is the head of such Town or County
