(A)
Subject
to each Sub District, Special Sub District, Town and County, a territory that
is over 5km2 in area size and got over one thousand
citizens of the Commonwealth living in such territory, can have a government,
such government should only include an executive government and should have no
legislative or judicatory authority, such government should be called
1. a Suburb Council if it is subject to a Sub District or a Special Sub District,
2. a Shire Council if it is
subject to a Town,
3. a Regional Council, if it is
subject to a County
and subject to above there should be at least one such government per territory that have up to five thousand citizens of the Commonwealth.
(B)
The
power of the Executive Government of a Suburb Council, a Shire Council and a
Regional Council should be vast on the Chief of the such Suburb Council, Shire
Council or Regional Council, such Chief should be at least twenty years old and
should be elected by citizen of the Commonwealth, who are Voting Citizen of
such District or Province and living upon the territory of such Suburb Council,
Shire Council or Regional Council.
Such Chief should serve a four years term till expires.
(C)
Subject
to each Suburb Council, Shire Council and Regional Council per territory that
is over 0.5km2 in area size, got over one hundred citizens of the
Commonwealth living on such territory, can have a government, such
government should be known as a neighbourhood committee, it should only
include an executive government and have no judicatory authority or legislative
authority, the power of the executive government is vast on the Chief of the
neighbourhood committee. The Chief of the neighbourhood committee should be
appointed by the Chief of such Suburb Council, Shire Council or Regional
Council, such territory is subject to, he should hold an office that expires
upon one year. The Chief of the neighbourhood committee, should be at least
sixteen years old.
(B) The number of State and Federal District combine should be no more than fifty
(C) The number of Province and State District combine should be no more than one hundred.

The
Federal Senate of the Commonwealth, should have at least one Senator from each
State and each Federal District. The Federal House of Representative of the
Commonwealth, should have at least two Representatives from each Federal

(B) The number of State and Federal District combine should be no more than fifty

The Ministry of Human Resource of
a State and a Federal District is the highest Human Resource authority for such
State or Federal District and the highest Human Resource authority for the,
Provinces, Districts, Sub Districts, Special Sub District, Town and County that
is subject to it.

monopolization government structure. Due to local government got far too little
authority and Federal government struggle to attend to local needs, local needs
become increasingly more likely to be neglected, especially when workloads are
piling up. As a result, the eighteenth century British ambassador to then
China once said, referring to the Qing Empire as a giant ship with only one
sailor, for now the ship is sailing fine, but if the sailor become dizzy for
just one second, the ship would start to sink and nothing the sailor can do
later could stop the sinking and just as the British ambassador expect, an
error of appointing the wrong person to be the Chief of Staff of the Emperor,
adding to the office of the Emperor is already struggling with been under
staff, over worked and disorganized, due to the over monopolized government
structure, the Empire become

corruption, economic meltdown and civil unrest, by the late eighteenth
century,
2. been dominated by Japan and
the western countries, by the mid nineteenth century, despite the Qing Empire
still hold the eighth most powerful navy of the world, well into the late
nineteenth century, until been defeated by Japan and
3. finally total collapse by
early twentieth century.
The lesson to learn from the Qing
Empire, is to avoid an over monopolize government structure, which is what
Australia is at risk of becoming, by the time such constitution reform was been
proposed and regional Australia are usually been neglected, as a result.
