Constitution Reform Proposal Section 7.4 Examination Authority

(A) The 

1. Ministry of Human Resource, of the House of Administration

2. Ministry of Human Resource of a State and a Federal District and

3. The Executive Government of a State District, Province and Province District

should have a Human Resource Committee. The Human Resource Senior Committee of the House of Human Resource should 

1. Authorize such Human Resource Committee of Province Districts to host "Commonwealth of Australia Approved Public Functionaries Certificate" examination

2. Authorize such Human Resource Committee of State Districts and Provinces to set and host 

a. "Commonwealth of Australia Approved Public Functionaries Certificate" examination and 

b. "Commonwealth of Australia Approved General Specialist Public Functionaries Certificate" examinations, but exclude defence specialist profession and technician exam.

3. Authorize such Human Resource Committee of a Federal Districts or a States to set and host  

a. "Commonwealth of Australia Approved Public Functionaries Certificate" examination

b. "Commonwealth of Australia Approved General Specialist Public Functionaries Certificate" examinations and 

c. "Commonwealth of Australia Approved Specialist Public Functionaries Certificate" examinations. 

but exclude defence specialist profession and technician exam.

3. Authorize such Human Resource Committee of the Ministry of Human Resource of the House of Administration to set and host  

a. "Commonwealth of Australia Approved Public Functionaries Certificate" examination

b. "Commonwealth of Australia Approved General Specialist Public Functionaries Certificate" examinations,

c. "Commonwealth of Australia Approved Specialist Public Functionaries Certificate" examinations and 

d. "Commonwealth of Australia Approved Master Specialist Public Functionaries 

Certificate" examinations. 

but exclude defence specialist knowledge and technician exam.

Such examinations should be conducted under the supervision of the Human Resource Senior Committee of the House of Human Resource, to ensure that the setting and hosting of the exams, is in compliance with the law and constitution of the Commonwealth and if the Human Resource Senior Committee of the House of Human Resource believe the setting or hosting fail to be in compliance with the law or constitution of the Commonwealth, it should inform the judicatory branch of the Commonwealth, for the Federal High court to make a decision.  

(B)

The Secretary Armed Forces Council and the Department of defence should form a defence Human Resource Committee

The Human Resource Senior Committee of the House of Human Resource should authorize such Committee to set and host  

a. "Commonwealth of Australia Approved Public Functionaries Certificate" examination

b. "Commonwealth of Australia Approved General Specialist Public Functionaries Certificate" examinations,

c. "Commonwealth of Australia Approved Specialist Public Functionaries Certificate" examinations and 

d. "Commonwealth of Australia Approved Master Specialist Public Functionaries 

Certificate" examinations. 

but exclude Civil servant specialist profession and technician exam.

(C) 

The ministry of defence should have a department for each Armed Force of the Commonwealth, such department and such Armed Force should work in partnership to form a Human Resource Sub Committee for such Armed Force. 

The Human Resource Senior Committee of the House of Human Resource should authorize such Sub Committee to set and host  

a. "Commonwealth of Australia Approved Public Functionaries Certificate" examination

b. "Commonwealth of Australia Approved General Specialist Public Functionaries Certificate" examinations and

c. "Commonwealth of Australia Approved Specialist Public Functionaries Certificate" examinations

but exclude Civil servant specialist profession and technician exam.

(D) 

The ministry of defence should have a sub department for each Secondary Armed Force of the Commonwealth, such sub department and such Secondary Armed Force should work in partnership to form a Secondary Human Resource Sub Committee for such Secondary Armed Force. 

The Human Resource Senior Committee of the House of Human Resource should authorize such Secondary Human Resource Sub Committee to set and host  

a. "Commonwealth of Australia Approved Public Functionaries Certificate" examination and

b. "Commonwealth of Australia Approved General Specialist Public Functionaries Certificate" examinations,

but exclude Civil servant specialist profession and technician exam.
