Constitution Reform Proposal Article 7: Officials and General Personnel of the Commonwealth

Section 7.1 Staffs


(A)Subject to the 

1. Senior Ministers of Federal and Local Governments
2. Ministers of Federal and Local Governments
3. Junior Ministers of Federal and Local Governments
4. Chairman of Administration Committee of Federal and Local Governments
5. Chairman of Administration Sub Committee of Federal and Local Governments
6. Secretary Armed Forces Council
7. Officer appointed to administer an agency subject to the House of Human Resource
8. Officer appointed to administer an organization subject directly under the Office of the Prime Minister

staffs of a

1. Ministry
2. Department
3. Sub Department
4. Administration Committee
5. Administration Sub Committee
6. Armed Force
7. Government Monitoring Agency
8. Human Resource Agency 
9. Organization subject directly under the Office of the Prime Minister

should be one of the following eight ranks.

1. Senior Officials as the highest of the eight ranks
2. Middle Officials as the second highest of the eight ranks
3. Junior Officials as the third highest of the eight ranks
4. Assistant Officials as the fourth highest of the eight ranks
5. Senior General Personnel as the fifth highest of the eight ranks
6. Middle General Personnel as the sixth highest of the eight ranks
7. Junior General Personnel as the seventh highest of the eight ranks
8. Assistant General Personnel as the lowest of the eight ranks

Each of the eight ranks above, can again be split into five more ranks, with

1. Class A as the highest of the five ranks
2. Class B as the second highest of the five ranks
3. Class C as the third highest of the five ranks
4. Class D as the fourth highest of the five ranks
5. Class E as the lowest of the five ranks.

(B)
Official, should be a general reference to Senior Official, Middle Official, Junior Official and Assistant Official

General Personnel should be a general reference to Senior General Personnel, Middle General Personnel, Junior General Personnel and Assistant General Personnel

(C)
Official can be split into

1. Civil Official, which are Officials of Federal or Local Ministries, Departments, Sub Departments, Administration Committees and Administration Sub Committees
2. Défense Official, which are Officials of the Armed Forces of the Commonwealth
3. Special Official, which are Officials of the Agencies subject to the House of Human Resource and
4. Very Special Official, which are Officials of an organization subject directly under the office of the Prime Minister.

(D)
General Personnel can be split into

1. Civil General Personnel, which are General Personnel of Federal or Local Ministries, Departments, Sub Departments, Administration Committees and Administration Sub Committees
2. Defence General Personnel, which are General Personnel of the Armed Forces of the Commonwealth and

3. Special General Personnel, which are General Personnel of the Agencies subject to the House of Human Resource.
